Division: Tech
As already mentioned by others - NewsUK have banned PSC engagements (save for a few friends of the Exec perhaps), but in general every known worker in Tech has been asked to go Umbrella only. (it would be interesting to know if treatment has been the same with other talent/celeb type contractors outside tech, in the Title teams)
The client I understand has done a U-Turn since last year when Offpayroll rules were meant to come into effect where several people were deemed Outside with an SDS.
Client are now in negotiations with contractors to try and retain them, but it's clear that some are getting good deals while others are getting next to nothing - several programmes are now either in jeopardy or stalled completely. Large groups of contractors have left including at least one permie manager who fought hard to keep the team from leaving.
To make things worse, NewsUK are also overhauling their tech resourcing PSL with a view to prioritising the recruitment of offshore workers to replace or supplement UK contractors - apparently this is easier than simply complying with the regs and doing proper assessments and/or getting insurance. Covid has taught NewsUK that you could be anywhere and still do a good job - and if the worker costs less AND there are no IR35 issues, double bonus!
Many contractors are doubting the lawyer that NewsUK used to consult with to get to this point, as well as deloitte's involvement as everything seemed so rosy and congenial a year ago.
This is a massive shame, a complete own goal. It goes to show how government policy can totally reorient decision making processes nationwide, and negatively disrupt the market for what is basically, the expertise behind several innovations in this country and abroad - but you won't read an analysis of this kind in The Times, will you?
